Copyright Clearance Center was founded in 1978 to make it easier for publishers to sell bulk licenses to large institutions. It was originally founded as a non-profit, but that status was revoked in 1982 because the IRS determined that it was founded by publishers to advance their own economic interest by collecting licensing fees.
